No video output with new card

I just bought a 5670 to go into an A64 build that has been running an x300 for a while. The PSU is a roswill (read: crappy) but is rated for 650w and seems to hold reasonable voltages at idle (and for at least the cpu during prime95).

Upon installing the new card the comp no longer posts. Fans come on, but the monitor never shows a signal and the keyboard lights never flash. Putting the x300 back in "fixes" everything and the computer boots normally. I put fixes in quotes because the new 5670 will boot up just fine in another computer.

At this point I'm thinking that the A64 system just isn't supplying enough power to the card (either psu or MB) to boot and is on the verge of dying. The thing is, the 5670 draws 61w under full load. I can't seem to find the draw for an x300, but is it going to be lower by enough to really make the difference between not being able to boot at all with the 5670 or being able to OC and run ati tool indefinitely with the x300?

The 5670 has definitely been seated properly and all supplementary power cables are plugged in for the motherboard.
 
Apparently a lot of people have had issues with using 5xxx cards with the NF4 chipset. While in theory PCIx should be backwards compatible early slots may not be holding up any more.
