No video output, HELP

I have a quite big problem. I just finished building a computer, the motherboard/processor is one I got from my friend from his old computer. I took for granted that it would work, and as far as he can remember it did work when he stoped using it. Now however, when i start it up:

Firstly there is no video output. I tried two different screens and two different graphics cards over both DVI and DSUB.

secondly the CD drive, when conected to the motherboard, makes a spinning sound every 5 seconds or so and cannot be opened. When it isnt connected to the motherboard, only to the power, it acts as a cd drive would when booting up.

Is my motherboard bust? I tried removing the ram, removing the HD, CD & graphics card (the cd drive still made the spinning sound when the graphics was removed). All the fans work though and an LED on the motherboard is lit.

Im confused. If my motherboard is bust. There is no way of ruling out that the cpu isnt bust as well right??

The mobo didnt work with the first card either though.

Now where do i get another p478 mobo from, darn. Funny thing is on ebay there is the exact same motherboard i have and the seller claims the same defect as I have. The mobo is a GA-8SGXL
