First off return the motherboard and get an Asus. Or at least another brand which is decent (Abit, Asus, Gigabyte, etc)

ECS is the absolute worst brand ever for motherboards. They are horrible quality junk.

Speaking of junk...I haven't heard anything about that Apex brand PSU either.

Have you taken the PSU from the machine that works and tried it in the new one?

Also...are you installing the metal standoffs in your case when you are putting the motherboard in?

Yea the psu works fine and i have metal standoffs in my case but not in every spot.....could this short the board if i dont have the stand offs on "Every" single spot for the board causing my video and post not to show up?? o yea the cpu i have installed on it is a 3.2 cheapo celeron lga 775

Well you don't need them in every spot - just where your board has holes. You should also check to see if you have a standoff in there where there isn't a hole in your motherboard - this can short the motherboard and it's a common mistake as when the board goes in, you can't tell that there's an extra standoff in there.

Even if that gets it working though, I would seriously get something else other than that ECS.

The right approach is called one step at a time.

First step put the Mobo on its ststic bag on a Table, put in the CPU Memory Video and PSU. All extrenal on table aound the Mob Boot and see if it starts.

could i keep the board on that soft sheet that they put under the board and put it on the static bag then connect everything to it that needs to be connected and start it ???

then if i do that and the video and the post still doesnt show up. what would i do next?

i never mentioned this becuz i forgot to but , i put the cpu in on the board and when i close it...to seal it i get a crackling noise,... is that normal? i got the same sound from the board i got last time but i dunno if that normal or not. i did put it in the right location where the arrow is for pin 1 but i still get the noise almost like somethings breaking. is it my cpu? although i have the appropriate type for the board lga 775

What model celeron? Are you sure that is compatible with a 915PL chipset? That's an old chipset.

Also, ensure that you've connected your ATX12V cable (two yellow wires & two black wires) to the receptacle located above the video card. And plug a Molex-style 4-pin power plug into the receptacle at the very bottom-center of the board (an unconventional place for a power fitting, easy to overlook).

ok here a checkup..i tested the board with an older model pentium proccessor and it didnt fix the problem. i took the board to my hardware instructor and he detected the the bracket was bent..and its pretty tough metal that couldnt have been possible for me to bend on my own unless i was the hulk or something. we switched the bracket with a good 1 but when the processor is seated...we still get the crunching sound when pushing down the lever. does any1 have any clues as to what the problem is..im still not gettin any video even after trying a seperate processor and heatsink with reapplied thermal grease. could it just be a coincidence i dont get no video and gets crunching sounds on this board like on the other board i had or am i wasting my time becuz ECS has screwed me over twice in a row

note that all the cables are connected properly..the ram and video card are also seated properly..
