No turn on with CDROM plugged in; PSU?

My setup has developed an intermittent fault recently.

If I turn off to the point of fully unplugging the system won't power on - it begins to and the fans cut in for about half but then turns off again.

I've found that unplugging both CDROMS allows it to boot.

Do you think this is definately the PSU?

Can you list your system specs? My initial guess is that you are trying to draw too much power from an inadequate PSU. You mentioned having two optical drives... how many IDE / SATA drives do you have, and what is the rest of your config like?
 
Get 'motherboard monitor 5' and check the power rails under load. Each of them (3.3v, 5v, 12v) should be within ~5% of the ideal value. If the 5v is less than 4.75 (for example) you have PSU problems.
