This may be a silly basic question, but are you certain you are plugging the HDMI / DP cables into the back of the video cards and not the motherboard? Also, what monitor are you using?
 
So you've tried the 13600kf with two different motherboards, two power supplies and two GPUs, and still can't get it to display?

At this point, I'd probably try and borrow an LGA1700 CPU preferably with iGPU from somewhere and try that. If you can get a display on the iGPU and then from the GPU, you might just have a bad CPU.
