No signal

hey my parents are having a problem with their comp. They get no signal on the monitor when we try to boot it up. Could it be the mobo or cpu? replaced the fan on the cpu because the fan was hardly working, any ideas? also I have tried their monitor on my computer and it does work as well as their video card working on my computer.
 
Have you gone into device manager to see if any devices have an exclamation point, etc next to them? Try a different monitor cable on their comp.
 
does the monitor give a no signal error? or it's just plain blank?
it could be their gpu as well as their monitor, try a different signal cable from the pc to the monitor as well..
