No signal to monitor

My monitor is not receiving a signal. When I turn on the comp everything gets power. The fans on the motherboard, video card etc all turn on. The keyboard lights flash when I hit the power switch, but the cputer never gets to the point where anything shows up on the screen. When I hit the caps lock key, the light does nothing.

Basically everything looks normal, but no ignal ever goes to the monitor, maybe winows never starts?

Any ideas where to start?

ps- the computer is recently built and worked fine until I tried to turn it on and saw this
