No Safe Mode(MSI K8NGM2-FID)

I just installed this board with a new HD and XP pro install. I can't get into safe mode. Tried F8 from a cold boot and it boots in regular mode(everything else if great). Just wondering if anyone has run into this problem. I also tried another keyboard. Looking for ideas.
