"No route to host" ftp error in XP ?

Trying to set my PC up as an FTP server - I have Windows XP Pro, and am using the FTP server that comes in IIS. Anyway, if I get a connection from the outside word (through my cable modem and Linksys router, either with DMZ or port forwarding), the ftp connection works, but as soon as the user tries to do anything on my server, they get a 'no route to host' message and are booted.

Does anybody know what this means ? The connection sort of works since they are prompted to log in, but then it fails when I actually try to let them do something useful.

It did the same thing with Pedro's FTP server, so I don't think it's the FTP server software - must be something else I'm doing wrong...
