No response from PSU/Motherboard

Have a

Gigabyte S Series AM2 motherboard
AMD 4200+
PQI DDRII 1gb ram
Maxtor IDE hard disk

I connected all the proper cables (12V and the other 24pin connector), have the hard disk wired up and front panel connections.

I checked the PSU outputs using a voltage checker and the PSU is working fine.

Now, when I have everything in place and I turn on the computer, nothing moves or there is no visible reaction. The only thing I notice is the built-in Ethernet-port lights up an dies. Other than this, I have no indication that there is anything going on in the PC.

I don;t know where to look for solutions. Can somebody please clue me in on this ?

Are you testing it inside of a case or outside? If inside it sounds like the motherboard may be grounded on something.
 
Am a newbie and not sure if I the grounding is correct. I have the motherboard installed on mounting screws on the case as mentioned in this article http://www.hardwaresecrets.com/article/145. And, this article mentioned grounding is important for the motherboard.

Of course, I tested the setup without the case altogether with the motherboard sitting on my wooden desk with no other metal contacts. Still the same thing.
