No Recovery CD -- How to access HD partiton?

This laptop needs to be wiped clean and started over. HP says they no longer have the recovery CD available, but, for $69.95, a tech can tell me how to access the recovery on a partition on the hard drive. Anyone know how to do this? Thanks for your help.

well, most likely you'd be better off wiping all the partitions and buying XP. the programs on the partition will be out of date, expired trials and crapware.
