No power what so ever..

I'm building a system for a relative and am having a bit of trouble.. After installing everything I go to turn the system on and nothing happens what so ever. Push the power button in, nothing. Ive made sure that the power plug is seated correctly, led like connector is on the correct pins ( tried both ways ), known good power cord, known good power supply, etc. I tried stripping it down to the bare essentials ( processor, ram only ) and still nothing at all.. the power supply is never triggered to come on. The motherboard is brand spanking new, as is the processor, and the ram was in the system when the previous cpu took a dump... I really haven't the slightest idea what it could be.. are there any "gotcha's" I might be over looking? At this point, I'm baffled..

Duron 950
265w Enermax Power Supply
128MB Micron PC-133 Ram
32MB PCI TNT2
Cheap PCI modem

Please help!

There are a few possibilities. It could be a bad case power switch, a shorted motherboard, bad power supply. Has the power supply been used in another computer? You can test a PS by shorting two of the leads but you'll have to look up which two. Try hooking up the PSU to the MB outside the case with nothing installed. When you short the Power switch pins on the MB the power supply should start.
