no option to choose which file system when installing w2k

I helped a friend build this computer last night and we ran into a problem with w2k. He has a 40 gig maxtor drive that he wanted to format as one big partition with FAT32. We started going through the installation and it did not give the option to use FAT32. The only option was to format the drive using NTFS. I now know that this is because w2k cannot format a volume greater than 32 GB as FAT32. (from the knowledge base) Is this why the option wasn't even listed?

Also, I tried to break the drive into two partitions and format them as FAT32. It said there was 39080 MB of unformatted space. I chose to make a partition. Then it said the minimum partition was 8 MB and the maximum partition was 39072 MB. It asked if I wanted to create a partition that was 39072 MB and it would not let me change the size. I hit almost every key on the keyboard and no response. All it would let me do is create the max size partition or go back. Why couldn't I change the size? Do I need a 3rd party app to do this? We turned the computer off and went through setup and it did the same thing again. We told him he would have to wait until he got a win98 boot disk so he could use fdisk and ceate a FAT32 drive or he could use NTFS. Finally he decided to use NTFS, but I would still like to know why I couldn't adjust the size of the partition I was creating.

first of all
just do a (x) size for the first partition in fat(which i think it will format into fat32 cause winxp does but i dont know about win2k cause i never tried)

then for the second partition use it all up in fat32(just make sure this partition is under 32gig

why not use nfts on first partition and use fat32 on second ?
 
I tried to create two partitions, but it would not let me change the size of the partition it was creating. Can I split the partition that was created and formatted into two partitions using the w2k installation cd or will I have to use something like Partition Magic? I assume that if I made a 10 GB partition and a 30 GB partition that he could use FAT32.
