it sounds like it would be easy enough to collect on reward money, but in reality it must be pretty difficult. youd have to convince someone that what you had done had let to a capture/conviction and then youd have to wait years for the trial...

Also, if they have any sense, the organisations that led to the increased reward will give the reward to the relevant parties themselves, bypassing the police, and getting some extra publicity.
It wouldn't necessarily be the full reward amount, but PR++
