No O/C & Memory Runs @ 1/2 Speed

I've been having this issue where I can't OC my computer and recently noticed that under Windows 7, my memory only runs @ 100mhz. The OC is not such a big deal as the memory and explains my rather poor PC Vantage score. http://service.futuremark.com/compare?pcmv=242691

When I boot to Win Xp the memory does show up as running @ 200mhz, but not in Win 7. The O/C issue is on both o/s, and what happens is no matter what i adjust in the bios the computer will post the o/c but then loads windows at stock trim.

I know my system is old at this point so lets avoid that please =)

You are upping the Vcore right. Take it to about 1.45V and you should be able to see some results. You may also need to up the voltage to the RAM by .1V to get things going. Timings are always an issue on the RAM. Sometimes its good to keep them at auto till you get the CPU stable.
 
I wish it were that simple, My DDR400 is only running @ 100mhz in win 7 according to cpu-z, even when left to auto.
 
There was an issue back then as I recall, that using all four memory slots reduces the speed.... you can try taking 2 dimms out to see if it goes to 200mhz
