The article even says "they are not enforceable by police officers" so it would seem that lead footing IS allowed.
 
ha, some (presumably) kids in town turned the the "15" on the school zone sign into "95."

It might depend on location, but here I don't think you can be arrested for a DUI unless you get on the road.
Weird, all this time, I thought that you couldn't have a beer while driving your riding mower (or tractor) on your own land. Maybe you can.
