last nite we didnt have hot water for some reason, only cold.. then earlier today our water got shut off cuz the construction nearby hit a water pipe or something.. but now we got water back but it's only cold water... do u think this has anything to do w/ the water that's coming into the house? or would it only be a water heater problem, cuz we checked it and it's not making any sounds at all or warm at all so we dont think it's on?

Check your fuze box.

If the tank runs dry for some reason (like the water is shut off and it leaks)
it could pop a fuze or burn up the elements in the rig. (if it's electrical)
I take it that it's not a gas or oil blower type or you would have stated something about that.

Turn off the fuze, check each coil for voltage (safty), removing one wire from each coil & check continuity.
A working coil will conduct electricity, a burnt one won't.
The coils are replaceable.

The black comming out of your faucet often has to do with old pipes being bumped.
You could turn off the fuze to the hot water tank, attach a hose to the bottom & run it outside.
Open the valve to the hose on the tank bottom and flush it,
while running cold & hot water on every faucet & toilet.
So run the cold water until it comes clear, then flush the tank for 5 minutes,
and open every faucet untill it comes clear, then after a bit shut off the tank valve to the hose
when the hose runs clear.
All this will do you no good if it's a reoccuring problem.
You'll need to look for old iron pipes and replace them to finally end the problem.
Of course there are other sources of dirty water, but iron pipes being messed with
or if water has sat in them for a while is often the source.

Remember that a few pennys in a fish tank harms them.
Copper pipes, aluminum cook ware, lead paint, are all kinda bad.
Iron cook ware & pipes arn't all that bad since your body needs iron,
but you should run the water well in the morning before you drink it.
Old solder for copper pipes is lead based, & if your morning water tastes like death,
warn your family to run the water before any one drinks it.
Putting bottled tap water in the fridge and fill the bottle during the peak demand period of the day like dinner time
isn't that bad of an idea. Kids can't seem to remember to run the water in the morning, but you can train them to
drink only the bottled water in the fridge.
Some houses have 100 feet of 3/4 copper pipe running into the house
and in the morning the water tastes like copper.

Advice is for taking or leaving, but there's some ideas for you anyway.
I hope that helps some how.
