No fade menus in winme?!!?!?

I thought WinMe kept the fade up menus.

What i mean is like when you click Start
instead of the menu scrollin up, it fades in , like in Windows2000

Does anyone know how to put this on?
also, I need the default icons for my computer and stuff
can anyone hook me up?

B.S. - Try: START --> RUN --> and type: DOSPRMPT in the box and run it.
