Retail Logisys power supplies are junk. The ones they bundle with a case are probably super-junk.

I'd start with a better PSU as the first step.

i have hooked the mobo up to a external power supply and still same thing.

Then it must be the RAM or your hard drive if you have already:

1. Replaced the motherboard and CPU
2. Tried a different PSU

Although if the RAM was defective, it wouldn't post and would beep error codes. Does the monitor work with other computers?

Not necessarily. OP, if you have a speaker connected to the mobo (4-pin header, labeled "SPKR"), then if you UNPLUG the PC, then remove ALL of the RAM, and then plug it back in, then if you attempt to power it up, it should give a beep code for "RAM error / no RAM". If it does not, then check your PSU connections, make sure that you have the supplemental ATX12V (4-pin, 2x2, half black and half yellow) connector plugged in properly. If it is, then your PSU is dead, or your mobo/CPU/both is dead.

True.

I just hope that crappy Logisys PSU didn't fry or damage two motherboards (and this review was on their retail products):

To summarize a bit, there are pros:

  • Cheap, really cheap.
  • Didn’t explode.
There are cons, too:

  • Regulation borderline.
  • Ripple control is horrid.
  • Cannot deliver 330 W, let alone the box’s 480 W.
  • Major solder ball issues.
  • Scary-thin wall plug cord.
  • Secondary rectifiers woefully undersized.
