No Defrag in WIN 98 SE??

So I start win98. Turn off norton, turn off seti, turn off all tray programs. Start defrag. 5 hours later (when I wake up) the computer is stuck at 10 percent, and seems to restart the defrag all over. I know this is a simple fix, but have not got enough sleep to remember what it is I am missing. MS knowledge base seemed to be no help; I turned off all TSR beforehand.

Any suggestions?

Take out your harddrive and shake it... that will losen whatever is keeping the head (inside your HDD) from continuing your defrag session!
 
Have you run ScanDisk to make sure there aren't any drive errors? Ususally it will tell you to this, but it's probably a good idea.
 
Defrag still thinks something is accessing the drive, that's why it keeps starting over.

Run a scandisk first to see if there is anything unusual sticking around in the file system.

Also clear out the Temp directory and Internet Explorer cache, defrag can sometimes flake out if there
are too many files left over in those folders.

And as John said, try the defrag from Safe Mode. That should disable any other programs that you
could not turn off from the system tray.
