No Constant 100 FPS

In Counter-Strike, I was able to get a constant 100 FPS on my Sony monitor but can only get 100 FPS on my temporary KDS monitor when there is no action. Does this have anything to do with the monitor (the Sony is higher end and supports well over 100 FPS at the given resolution, but 100 is the max for the KDS)? Or is this some sort of hardware issue? If so, I'm not sure why because my Ti4600 should be more than able to support the game.

The FPS drops whenever other people or shooting starts on the screen, but is constant at 100 if I look into a wall. This WAS working with my same configuration a few weeks ago. I reformatted after it stopped working to see if it was a virus or something like that, but no luck. I tried starting up with no software, and it still happened, so it seems that the computer can easily handle it (Ti4600, P4 2GHz, 512 MB RAM, all the Windows Updates). I've tried many different driver versions and settings too. Is there some installed software or setting that's causing this problem? Sometimes when I first start it up, I will actually get a constant 100 FPS regardless of action going on around me, but most of the time, I experience drops to about 70 reguarly and sometimes get choppy when it drops as low as about 20 FPS.

Any suggestions at all are welcome -- many people seem to have this same problem, but I know mine worked just a few weeks ago, so I'm quite frustrated.
