No COA with NT server

Our company purchased a copy of MS back office server and it did not come with a certificate of authenticity. Is it safe to assume that its counterfit? The manuals also look very cheap and the ink is smeared on the books. The purchaser thought it was a fairly legitimate online vendor, but I am thinking its fishy.

Any ideas on how to proceed? Call in the feds or something.
