No Broadband Service In My Friends Area!? Could this be possible?

So my friend lives in the zip code 95121

I tried finding a broadband service.. .I tried

-comcast
-sbc
-earthlink

It's not available No luck.. where else can I try?
 
There are still plenty of areas even in Suburbia USA that don't have any form of cable or DSL. Look into satellite if he isn't into gaming. If he is into gaming, then look into either the fastest 56k ISP and hardware modem he can get, or 128k ISDN.
