No bootable partition found? what does that mean?

I get an error message when opening norton disk doctor saying error on Hard Disk 1. The Partition does not contain a valid bootable partition.. what does that mean?
 
As far as most MS OSes are concerned, a valid bootable partition is a Primary partition (usually starting on Cylinder 0) which is set to Active with FDISK or equivalent.
