no boot with P4 12v plug

I have a P4 processor, with the 423 socket, and i850 motherboard chipset. i have two motherboards i have tested out and both are doing almost the same thing, one of which is new. When the power plugs are all in (the 20 pin, and 4 pin) the motherboard, fans, and drives do NOT power up at all. On the newer motherboard, when I leave the 4 pin 12v plug out, the computer fires up as normal....really strange to me. I'm concerned about my hardware, I know that the 4 pin 12v connector is supposed to be plugged in, but it works without it, and doesn't work at all with it in. Tried many different things, and checked the voltage on the PSU, although the 4 pin was just below 12v...maybe the problem? i'm not sure, but I would love any advice that anyone may have.

Tried many different things,

Does this include a different power supply. Some power supplies will pass a simple voltage test, but when you put them under load they fail.

well, i'm not sure what the best way to check the voltage is, but I tested it when the 20 pin was plugged into the motherboard. i flipped the switch and then measured the 4 pin plug....any advice on how to better check this voltage or should i just return the PSU, because i still have about 2 weeks i can exchange it. thanks a lot
