No boot with Gigabyte GA965P-DS3 Rev 1.3

So I'm building a computer for a friend of mine. The major components are:
Intel Core 2 Duo e4300
Gigabyte GA-965P-DS3 Rev 1.3
2x 1gb Super Talent DDR2 5400
Sapphire ATI x1950Pro
250gb Western Digital SATA hard drive
20x Phillips DVD-RW
Thermaltake 430W powersupply

Now I put everything together which didn't take very long, and was excited to test it out and plugged it into the wall, plugged everything in and tried to boot and nothing happened. No fans spun, no lights turned on, nada. I figured, well I must have messed up in plugging the switch in wrong or something, so I go in, notice the switch is plugged in wrong and move it to the right place. Plug everything back in, try and boot and nothing happens.

I started going online and searching. I tested the powersupply, used a working powersupply, took the motherboard out of the case and put it on an anti-static bag, I kept testing things, now I'm down to just the motherboard and cpu. I've tried powering it up just with the cpu and HSF in to see if anything would happen. I plugged the Powersupplies in (tested with each of them) then shorted out where the power switch would be and still nothing happens. Is it a problem with my motherboard? Do I need to RMA it or could it be a CPU issue?

I'd greatly appreciated it if someone could help me out. I'd read the official P965-DS3 thread but after getting through 15 pages of it I couldn't go any further. I've spent 3 hours now and skipped my lunch trying to get this problem solve.

If the PSU is good, and absolutely nothing happens when you power on, I would bet your board is DOA.

That's what I'm afraid of, I think I'm going to take it to a local computer place to have it looked at, or at least try and stick the cpu in another mobo.

I have noted that you have a Phillips 20X Internal DVD...How it works, it is the same hardware of the Lite-on 20x drives?

Do you know if there is any review of this Phillips 20X Internal DVD?
