No audio with TV tuner card (not the obvious)

I have a WinTV TV tuner card and an Sblive! MP3+ soundcard. My problem is that I can't get sound when I watch TV using the included software (or other software for that matter like WinVCR). Before everyone starts suggesting that I make sure I used the audio pass-through cable correctly and that I have unmuted my line-in channel in the windows volume controls, I need to say that I have triple-checked both. I have also tested that audio was coming out of the line-out jack on the TV card by plugging in a pair of headphones and I was able to get sound. So I don't think the TV tuner is at fault. Also, I have been able to get sound by plugging the pass-through cable from the TV tuner to my soundcard via the microphone jack, however the sound quality was less than par due to the microphone input's specifications. So I was wondering if there was a way of testing my soundcard's line-in jack somehow. Is it possible that there could be some type of driver problem that would cause a problem with the line-in? I'm using Windows Millenium Edition with the lastest Sblive! drivers.

You have to open your Volume Control and enable your Line-In or whatever port you are using.

By default it is usually disabled or muted since most people don't use it.

My TV card was putting out sound, but it was so quiet, I could hardly hear it. When I put it through the mic-in, I have to enable the 20dB boost to get audible sound.

Most sound cards have an external line-in and an internal one. It may be called something like Aux-In or something.
