Do you have a favorite spot to shoot the Inner Harbor from? I've done on top of Fed Hill and in front of the Science Center.

I always enjoyed going out on the docks right off the main inner harbor walkway.

Solid, so you can definitely set up a tripod and use long-exposures.

How do I fix it?

Look at red, yellow, and blue reflections on the water. It looks like you've thrown bucket of RYB paints over it; very distracting to the point it hurts eyes. Tonning it down would be better.

I think HDR is more of what our eyes can see... I believe I've read somewhere that our eyes are capable of >25 stops of dynamic range. So I don't think HDR is cheating, in fact, I think it's quite the opposite. However, tone-mapping maybe a different story... In photography, there's no such thing as cheating. Everything is hard, nothing is easy. Unless you do film, and found yourself a kick-ass lab. Then all you really need to do is purchase awesome film (I tend to love ektachrome VS recently) and give it to a good lab, and bam. Awesome colors right out of the box 🙂
