Not sure if it always fits the budget, but the Lancool K62 is one of my favorites. It comes in a variety of flavors though, some with window, some without etc..

I would pick a case you like and add the lighting yourself. You can get LED strips in a variety of colours.

I should mention that those LED fans are 2000RPM... Would need to downvolt somehow to quiet them down. These Akasa fans are 1200RPM but more expensive. Sharkoons are even better.

Or just use the stock fans and light up the inside of the case with a LED cable.
