I have a modem set up on my computer that works just fine, but when I try to install a NIC into my machine the Nic card and the modem don't work. On the other hand, if I install the Nic fine it works until I install the modem. what can I do to fix this?

first a question: are they both PCI cards? or is the modem an ISA card? what motherboard?

I would suggest moving the cards around and seeing if there's a conflict due to sharing a slot.

Try assigning IRQ's in BIOS, example PCI 1 - IRQ 5, PCI 2 - IRQ 9........ :)

NICs generally work only in PCI slot 2 or 3. Modems will sometimes, but not always, work elsewhere.
