NIC not working on Dell 4700 (intel pro 10/100 chip)

Drivers are updated and installed, NIC is set to "on" in bios. Windows recognizes the NIC and says network cable unplugged. I plug in network cable, connect to my router (i've tried a router and access point), and absolutely nothing happens.

The LED is red/orange for some reason. What is going on?
