The game runs at about 20-30 fps on my comp at 1280x1024 and details low to high. Although it lags, the game stutters like crazy. Every 1-2 seconds, the game will stutter.
I've tried changing res, v-sync, general settings. Nothing changes the stuttering.

WHAT CAN I DO

Get a new graphics card (assuming that mobo is pci-e & you have a 400+ watt psu), here's a good card to match your system:

MSI GeForce 9600GT 512MB 256-bit $134.99 AR from newegg:

That single core amd is gonna hold you back though so maybe it's time for an overall upgrade?

sorry couldn't be more helpfull but it looks like you've covered the bases already...

Uhm, NFS ProStreet does the same stuttering thing on my 4000+ X2 @ 2,9 ghz, 4 gigs of ram and 8800 GT OC. Electronic Arts has probably hit the jackpot with the worst NFS engine ever made. This stuttering issue is pretty common with this game, on a lot of different high end systems.

The weird part is that using FRAPS, I have like 60 fps, but actually the game stutters so heavily that is quite unplayable. I should have never thrown my money on it.

Sounds like it's moving a lot of textures around causing the stuttering. I tested The Witcher on both an 8800 GTX and a G92 GTS. Gameplay was much smoother with the GTX, though FRAPS reported similar framerates.

I'll be all over a 512-bit 1024MB flagship [when] it arrives..
