That's standard fare in games - to compensate for certain inabilities of the AI, it is given other capabilities superior to the user's. Look at old games like Mario - the computer players were outright stupid, but there were just a lot of them. Bosses in games - instead of being exceptionally smart, they just have lots of firepower and armor. Or in one flight simulator I play, the computer players have a very basic missile evasion tactic, and sometime it smacks them right into the ground. How to compensate for this? Program a smarter AI? Nah. Just program it so that a ground impact won't destroy the computer's planes. Brilliant....
