nForce 430/GeForce 61xx - Strange Video Stutter Issue

Please help! (sorry for the post length -- I've tried everything!)

My problem is this:

No matter what video I play whether it be a DVD, or something I've downloaded, I see stuttering. Not like playing a graphic-intensive game where the graphics card cannot keep up -- this is something else. The frame skipping is very noticeable and very annoying. It skips a frame about every split-second so, again, its totally noticeable.

My setups:

I have the following two systems, and they both have this problem. I am starting to believe it is a chipset issue with the nForce 430 chipset.

* ASUS M2NPV-VM
* Gigabyte GA-M51GM-S2G

The only difference between the two is the ASUS one comes with a GeForce 6150. In the Gigabyte system I have (in the PCI Express slot) a GeForce 7950 with a dedicated power rail from the PSU.

In the ASUS board I have a AMD Athlon 64 X2 4200+. In the Gigabyte board I have a AMD Athlon 64 X2 3800+. Both systems have DDR2 1 GB (2x512MB) 800 MHz memory (dual channel).

What I've tried:

I've tried basically everything. When I built the ASUS system I installed the Unified Remix 11.10 modified nForce drivers. As a test, I used the ones that came on the CD, and the ones on ASUS' website which are slightly newer. Similarly, I've done the same thing in the Gigabyte system. In both systems I am using the latest graphics driver for XP... 93.71.

In the Gigabyte system, I at one point had DDR2 533 MHz memory and this is originally the machine I noticed the issue with. I then compared video playback from the two machines and the ASUS one seemed to perform slightly better. However, after further testing I've come to realize the ASUS system is no better. To make the systems near identical (except for the CPU) I bought some DDR2 800 MHz memory (in the same configuration as the ASUS) and put it into the Gigabyte.

I've also tried memory timings. I've toyed around with every possible feature of the BIOS and even updated both boards to their latest. I've also tried all dual core patches/hotfixes to date (from AMD and Microsoft)!

Most recent test: Just booted into Knoppix. Played a H.264 trailer and a DVD. Same stuttering exists. Same sort of pattern which is NOT related to hardware acceleration. I guess this rules out software. Anyone here have experience with either of these two boards? Something I'm overlooking in the BIOS?

This is not a driver issue. I've tried everything. This is not a BIOS issue, I've tried all available and asked their respective tech supports for beta BIOSs. This is not a software issue at all. I've tried playing a DVD in every piece of DVD playback software I could find. THEY ALL SUFFER FROM THE SAME STUTTERING.

Additional specs:
Antec 380 Watt PSU w/21 Amp dedicated "GPU" 12 V power rail (in the PC with the GeForce 7950)
Antec 480 Watt PSU in the other


Ruled out:
* Video playback software (WinDVD, PowerDVD, Media Player Classic, VLC) -- all suffer from the same stuttering -- even in Linux
* Drivers (for both nForce & GeForce)
* Memory (tried all sorts of models/different speeds/timings/etc)
* Hard drives (tried seagate/maxtor/western digital)
* Motherboards (bought the same motherboard at Frys -- same problem)
* Resync the directshow filter (does not work)
