NFL rules question..

So in the Raiders/Jets game right now, the Raiders' punt was tipped by a Jet, it went about 25 yards, no Jet touches it, and the Raiders picked it up as if to down it. Shouldn't it be Raiders ball since a Jet touched it before any Raider did? Something similar happened in a Chargers game a few weeks back..so does it only count if a kick is "blocked" and not "tipped"?

It was tipped before the line of scrimmage.

It has to be touched by a Jets player past the line of scrimmage for the Raiders to get the ball back.

At about 6:34 (Pst) is when the block happened. I think the old rule only stated where the ball can be recovered, that is past the 1st down line..but now it can be recovered anywhere, or past the line of scrimmage?

If the receiving team touches the ball PAST THE LINE OF SCRIMMAGE then the kicking team can recover it. If it is touched before the line of scrimmage (tipped, blocked) then if the kicking team gets it the ball still turns over on downs (unless the kicking team runs it past the first down marker)
