NFL: Bucs vs. Eagles

Hi, am new to NFL watching in general. So bear with me. Number 21 for the Bucs was penalized for an arm across an Eagle player which seemed to halt the Eagle a little but not much, whats the difference between this and blocking the Eagle? The Eagle in the same play dropped the ball, but 21 Buc was penalized. Thx for your help
