Next up X-37?

I presume X-37 is just going to be a smaller prototype for what will finally be produced, just like the X-33 (before it was cancelled) was going to be a prototype for the larger venture star.

But by unmanned does it just mean that it wont need pilots, or does it mean that it wont be used to ferry people to and from space and it will be solely a satellite launcher?
