Yep, the current cards out (R580, G71) are more along the lines of a modded refresh. At least from current definition. The real next generation of cards will be the G80 and R600. The R580 is suppose to be out in late January and is suppose to be hard launched and not paper launched since ATI can't afford another paper launch. The G71 is suppose to be launched in Late Febuary or even early Febuary depending on availability.
I wouldn't worry too much about the G80 and R600 though since they won't be out till end of Q3 or early Q1. They're mainly about getting DX10 compliant. DX10 won't become relevant for at least another two years aside from tech demos and the like.

Actually the G80 and R600 are supposed to be 32 pipeline monoliths. Their unified design will significantly boost performance, because they can dynamically allocate more vertex shaders or pixel shaders, depending on what the game needs. Also, they are supposedly coming out close to July, more or less (hopefully more than less).
I would suggest getting an R580 if you need to upgrade now. Otherwise just wait. But certainly don't buy a videocard for a month or so.
