No it won't have true vtec, it'll just be another polished version of the K24a1, k24a4, k24a8, which have the wimpy version low revs version of the cylinder heads. Power is probably from just better manifolds and bigger cams.

The base K24 still has alot of life left in it, I got about 20 whp/20 ft-lb out of mine with just ~$500 in boltons.

 
What are the people on when they design ugly cars like this? But I have to say it could be worse.
