And it wouldn't matter either as your cable speed will be the limiting factor.

Are you certain that his network card is 100Mbps? Maybe it's an older card that is only 10Mbps. Maybe his cable modem is limited to 10Mbps. Anyway, I don't think Windows "limits" network speeds.

you could get him to start using raspppoe...you can change the speed that appears on the icon. doesn't mean it'll be faster though:D

If you don't know why his internet is down, there's not a lot you can do without actually going over there and inspecting his configuration.

To change to 100 Mbps look under advanced properties for the NIC. Media Type should list the possibilities available for the currently installed NIC.

It's not going to make a difference. Analogy:

Pretend you're in a car. You car's maximum speed is 200 miles per hour(100mbit). Your neighbor's car's maximum speed is only 100 miles per hour(10mbit). Now, the cable modem is the road you have to drive on. The type of road that a cable modem is, is a parking lot full of small children and speed bumps. It doesn't matter that his car can only go 100, since he'll never be able to get close to that in the parking lot.

Just remove the network card from device manager and reinstall it. And then make sure to reset the cable modem.

The fact that is 10/100mbps has no effect on why he isn't recieving any packets.
