News from my old high school

My mom is a teacher at my old high school. This year, they got quite a few new students at my school because of this (around 10 students per class, 7-12). Anyway. There are 5 boys from that school in the freshman class, and all of them have been caught masturbating in class. (My mom knows of 2 or 3 other teachers who've caught them).

Now my first thought was how the boys could possibly think that's ok, or even cool or funny. My second thought was why another student didn't call them out on that in class (pretty sure I'd be incredibly grossed out sitting next to them if they were doing that).

What really kind of sucks about this is that the teachers who've seen them doing this can't say anything to them about it at all because the principal said that it could be spun into a sexual harassment case.

The school counselor finally had a chat with the boys yesterday (haven't talked to my mom yet to see what happened today), but I'm still just flustered over this.

Have you heard of kids doing this before? Just being funny/stupid?

And the big one: How come a teacher can't say anything directly to stop it without worrying about getting sued?
 
I guess it depends on how "visible" it was. If they had it all hanging out for all to see then I can think of no reason why the teacher would have any problems in speaking up. However if they covered it up it could be considered a 'grey' area.
 
On at least one occasion that my mom witnessed, the guy had his pants unzipped with his hand down there for almost the entire class period. Even though nothing was hanging out, that seems quite inappropriate to me.
 
I knew a guy in high school who used to brag about masturbating like 8 times a day. He said sometimes he would challenge himself to do it in weird places. Back of a classroom, while driving, in church, etc. Except for his masturbation problem, he was quite a normal guy.
 
with 40+% drop rates the administration lets kids do just about anything in schools to keep them in. the era of harsh penalties is over. kids will continue to trample over teachers, schools and their communities until the psychologist fruitcakes that run the school districts are replaced by drill sergeants.
 
A kid in my 7th grade Spanish class did it a few times. The teacher was awful and he sat in the back, so I can't really blame him for wanting to beat it. He bragged about it, though, so I'm sure he was trying to seek some attention as well. I remember he said that one time the teacher saw him doing it, turned bright red, and walked away.
 
I have a relative who works as an aide for retarded children. She mentioned it is much more common with them. They don't understand it is inappropriate or something. Never heard of it in a normal school, though.
 
I will say that I had an autistic boy in my class, and he would do this quite often, but we all realized the issue there. All these teachers have experience with that type of situation. There's a possibility that one of the boys has some issues, but the other 4 have shown no signs of having any type of mental issues other than the fact that they think this is funny.
