Newly built Shuttle SN25P Problem

Hi, I just built my computer which is a Shuttle SN25P. It has a AMD 64 X2 3800 CPU, 2 gigs of PC3200 Corsair xms memory, A 300 gig Maxtor pata drive, a NEC dvd burner, and an XFX 6800 XTreme graphics card. The problem is when I push the power button on the computer, the monitor turns on then off while the orange light on the computer stays lit and it sounds like it working overtime. Nothing else happens. I've tried to reseat everything including the processor and its still doing the same thing. It's like its rebooting without shuting the computer down. Any help will be appreciated. Thanks.

This is weird. I just pulled both memory chips and installed only one and it booted up. I don't understand why since the shuttle allows for 2 gigs. Like I said, I have 2 x 1 gig Corsair xms3200 cl2 chips. Any ideas on how I could install both without it not booting up again?
