Newly added D-Link Ethernet Router, How to "turn off" Firewall?

My internet connection used to be faster without a router, but I added one because I needed a VoiP phone. Anyways, even when I disconnect all other connections but the PCs and the cable-modem itself, its still really slow. Some sites wont even lemme access, say to "turn off firewall". This has happened since I got my router, and I checked to make sure Windows XP's Software Firewall is off. The only thing I found inside its settings related to firewall (screencaps):

If its not my new router, I have no clue what it could be honestly. Thanks in advance🙂

The Routing part of a Router is the Firewall too, http://www.ezlan.net/routers1.html

In most cases, No Firewall means NO Routing.

Router's Routing should Not slow down the Internet unless the MTU is Not set correctly.

Make sure that the computer (and the Router MTU) is optimized for the type of Internet connection, http://www.ezlan.net/Internet_Speed.html

dang, but am I supposed to get 48/42kb Down/Upload? When I left out the router I got 1200/230kb Down/Upload.
