Newegg's OEM OS Policy

Does anybody know what Newegg's OEM OS Policy is? i.e. it says "Must Be Purchased With Hardware." Can it be purchased with just a floppy drive? If not, will they allow me to buy it since I bought a whole new PC except Windows in March?
