Like the title says, one of Newegg's shell shocker deals today is 16GB (4 x 4GB) of G.SKILL Ripjaws Series DDR3 1600 (PC3 12800) for $99 + free shipping. the 9-9-9-24-2N timings are nothing special, but they run on only 1.5V. seems like a great price for 16GB of DDR3 memory.

ideally, what should they be?

you misread what i said. i didn't say they were bad timings - i just said that they're nothing special. in fact, those timings are pretty typical of DDR3 1600. you're going to pay a premium for lower latencies than what we see here.
 
The problem is try finding 4gb sticks running 1600 or faster with lower than 9 timings at 1.5v. If they are out there I can't find them...
