Newegg refurb odds

I was wondering what the odds are that this HDTV Wonder would be a working card. It's seems like a good price at $99, but if the chances of it being a dud are high I won't waste my time.

if its refurbished, it normally means the company took it back, fixed it, and is reselling it.

That doesn't always seem to be the case with Newegg refurbs....especially their video cards.
