Read the disclaimer by NewEgg on their refurbed products and believe what they write. Your taking a gamble so no one can guarantee what kind of luck you have.
Saying that, I have a refurbed Sapphire 9700 pro from NewEgg that has been fine for a couple of months now. There has been a few threads on NewEgg refurbed products already and the reviews are mixed on success stories.

Maybe those things are returned items by people because it didn't meet their overclocking needs... :D

Video card, no, but I probably would have if they'd had the right one at the right time. My Asus mobo was purchased from newegg over a year ago as a "refurb". It was the latest revision and I could in no way tell that it had every been touched before. Still sells used nearly what I paid for it :)

Yeah, it's a gamble. I do that sometimes...

My ATI Radeon 9700 pro is the best gamble I've ever made at about $270 taxed and shipped :D
