Wow, four PCI-E x16 slots! That board's got potential, for a DC workstation board. Plus IGP and M.2 slot. (Wonder if the M.2 takes away from the PCI-E x16 slots at all?)

the motherboard only has x8/x8+x4 from chipset

I think that that board is using a PLX PCI-E bridge / expander chip. There's a row of little chips near the PCI-E x16 slot, and if you look on the backside shot, it shows the three bottom PCI-E x16 slots are all soldered as x8 electrical.
