Women went to see her dead baby, and it cried

Cliffs:
Woman gave birth to premie.
Was told it was dead.
Issued death certificate.
Two hours after death certificate (12 hours after birth) she went to see baby in morgue.
Baby cried, and moved.
Hospital still hasn't given them a birth certificate.

5 people suspended pending investigation. Hospital Director states, all 5 came to conclusion baby was still born.

Baby currently in intensive care, but improving.

My thoughts:
I can't comprehend it. Though, thankfully the parents went to check on their "dead baby", or it would have been true, though they would have been ignorant of the true death.

I wonder how often this happens. Also, I didn't catch what town this happened in, and I do not know how modern their facilities are.
