Newbie VCD help

I'm trying to use Tmpgenc to convert a divx into an mpg1 (I take it that roxio v.5 only burns video cd's, not svcds) and I keep getting red flags with my test files. Is there a specific resolution I should be using, and bit rate (and can I use variable bit rate encoding at all)? I've tried looking up the standards off of web pages before, but still it wouldn't go for me. Any help would be appreciated.

And if you have widescreen video that is cropped (ie. black letterbox edges removed) how to you pick the new frame size if you need to scale it down? (I'm assuming to 352X240?) and what's the maximum audio bit rate?

edit, the best I could come up with is (new horzontal/old horizontal=ratio; ratio * old vertical=new vertical) assuming that the dvd player will just show black space where there's no image
